To use it, you will have to have a fileplanet account, but you can make one for free. You have to have WinRAR to use it, which can also be downloaded as a free 40-day trial from the WinRAR site. Extract it into a normal folder, then copy the contents of the folder (the meshes, textures, etc.) and paste them into the data folder of Oblivion.
