I think the important one in this case went something like, “In two thousand __ time travel was invented and immediately outlawed.” To me that gave the impression of the phrase, “if guns are outlawed only outlaws will use guns.” So, time travel invented, govt. makes it illegal, but mob steals/buys the tech and uses it to dump bodies (or dump live people because they can’t be bothered to shoot them before sending them back in time).

But yes, good movie.
